The co-sponsors of the United States Medical Licensing Examination® (USMLE®), the Federation of State Medical Boards (FSMB) and NBME, will begin centralizing all USMLE service functions no earlier than mid-2025. These plans will impact both international medical students and graduates (IMGs)* and U.S. medical graduates (USMGs) and will create a more seamless and convenient examinee experience.
As part of these plans, IMGs will use FSMB for all USMLE services for Step 1, Step 2 Clinical Knowledge (CK) and Step 3, including exam registration, score report delivery, eligibility period extensions and testing region changes. USMGs will use NBME for all USMLE services for all Step exams, including Step 3.
The transition of USMLE services is expected to take place no earlier than mid-2025. Until then, ECFMG®, a division of Intealth™, will continue to provide USMLE services to IMGs for Step 1 and Step 2 CK, and NBME will continue to provide USMLE services to USMGs for Step 1 and Step 2 CK. FSMB will continue to provide services for Step 3 to all examinees.

*Note: Individuals who graduate from Canadian medical schools on or after July 1, 2025, will be considered IMGs. Please refer to the USMLE Bulletin of Information for additional information.
